First published on October 14, 2026. The files as they stood on October 15, 2026, including the changes below, are tagged v2026.1 in the GitHub repository.
Changes on October 15, 2026
- Scorecard. The policy enforcement metric now counts exposure-limit breaches that a custom aggregate-risk policy refuses, and its leading indicator, near misses, counts those refusals separately. The change is in Section 9 of the handbook, slide 29 of the executive deck and template T6 of the assessment toolkit.
- Endnote links. Fifteen links in the endnotes now go straight to their sources’ current addresses. Endnote 44 now links to the edition of the report that the handbook cites, because its earlier address had started to open a newer edition.
- Slide downloads. Each of the executive deck’s 58 slides can be downloaded as a one-slide PowerPoint file with its speaker notes, from the link under the slide.
- Word templates. The toolkit’s thirteen templates are available as one Word document, with the blank templates in Part 1 and the templates filled in for use case 1 in Part 2. Appendix G of the toolkit describes it.
- Permission to adapt. Additional permissions let you adapt the slide downloads (see the deck’s notices) and the Word templates (see the toolkit’s Appendix E) for your own work, including work for clients, with credit.
- Search. A search page covers the handbook and all three companions, and every page links to it from the header.
- This page. Every page links here from its footer.

- The handbook as web pages: an introduction, the executive summary, Sections 1 to 13 and Appendices A to E, with 22 figures and 107 endnotes, each linked to the places that cite it.
- Three companions: the executive deck (58 slides, each with its slide text and speaker notes), the AI Control Plane Assessment toolkit (a guide, a client report template and a client deck) and the quantum briefing.
How editions work
An edition is a fixed version of the site’s files, tagged in the GitHub repository. You can browse or download the files of this edition at tag v2026.1.
Between editions, corrections and additions are made on the site and listed on this page with their dates. The pages are always the current version, and the slide and template downloads are updated with them.
